Dear Sirs,
I would like to take the time and opportunity to commend to you Mr Victor Florean, Romanian interpreter, who assisted me at Court over 8 days recently by interpreting and translating in a complex Fact Finding Hearing in Public Law Proceedings in the Family Court in Nottingham. As Counsel in the case, I was representing a potentially volatile client acting through the Official Solicitor due to learning difficulties.
I have practised in this area of Law for 39 years now and have some experience of working through an interpreter and have never before been moved to make such a commendation: I wish to confirm my particular commendation of Mr Florean as by far the best interpreter that I have worked with. His skills are exceptional in that he is able to translate simultaneously and with the same intonation as the client/witness and brought her evidence to life; he was willing and able to translate documents orally and in writing and to explain them at a level appropriate for the client; moreover, he was able to assist the client to engage in proceedings through his calm and intuitive approach taking into account her difficulties. This client had declined the services and support of an intermediary which she certainly required. Mr Florean attended before anyone else each day and was impeccably polite to the client and in his conduct in the court. He was the only one of four interpreters in the case who was easily audible by all parties in the court. It is not overstating the position to say that this lady would not have been able to engage in the proceedings or to give coherent evidence if not for the confidence which he inspired in her. It had been anticipated that the client may not be able to give oral evidence at all or that any evidence she gave would have to be via a video link and supported by an interpreter, an intermediary and a familiar supporter in the video suite with her. Due to Mr Florean’s skills and courtesy towards the client, she was in the event able to give oral evidence in the courtroom, from the witness box and without the support of any professional other than himself, thereby providing an immeasurable service to the client and the court and enabling the Hearing to conclude within the tight timescales provided.
I can also confirm that I have worked in this same case with a number of other interpreters but none have enabled me to take coherent instructions as Mr Florean has done and none has afforded my client the patience and courtesy which Mr Florean did.
The Judge thanked Mr Florean for his contribution when he left the case and the other Counsel in the case would also wish to be associated with my commendation.
My Instructing Solicitor and I would be grateful if you would pass on our gratitude and compliments to Mr Florean for his assistance in this case. We very much hope that he may be available at future hearings for this client in respect of whom continuity of interpreter has been advised by expert assessment.
